Tafouk TV – how three Sahel military governments are building a common information system Mali, Burkina Faso and Niger are no longer relying only on speeches, social media or their existing national broadcasters to shape the information environment around the Alliance of Sahel States. They are building a shared, permanent media infrastructure. At its centre is Tafouk TV, the confederal television channel of the AES, broadcasting from Bamako. Its creation was formally agreed by the three governments in December 2025, its governing structure was installed in 2026 and regular programming began in September. The project is explicitly presented by AES authorities as an instrument of “information sovereignty” and what Malian Foreign Minister Abdoulaye Diop has called “narrative sovereignty”. A television channel built by three military governments Tafouk TV is fundamentally different from a covert bot network or a collection of anonymous propaganda accounts. Its ownership and political purpose are public. It is an institutional broadcaster created by the governments of Mali, Burkina Faso and Niger, all currently led by military authorities. Malian government documents describe the channel as a common media instrument intended to strengthen communication across the confederation, promote regional identities and respond to what the AES sees as hostile narratives and disinformation. The project sits alongside Daandè Liptako, a shared radio service, and broader plans to develop common information structures across the three states. That institutional architecture is important. A social-media influence network can disappear when accounts are suspended. A television channel, radio network and future news agency can develop journalists, archives, correspondents, distribution agreements and continuous daily output. The result is not a temporary campaign but potentially a long-term information system. Russia enters through RT The Russian connection is also public. In July 2026, Tafouk TV signed a cooperation agreement with RT, the Russian state-funded international broadcaster. The memorandum was signed by Tafouk TV director-general Salif Sanogo and Natalia Lebedeva, director of RT en français. It provides for content exchange, expertise-sharing and joint coverage of major events in Russia and the Sahel. RT described itself as Tafouk TV's first international partner. This makes Tafouk part of a much broader geopolitical realignment in the Sahel. Mali, Burkina Faso and Niger have reduced cooperation with France and other Western partners while deepening political, diplomatic and security relations with Moscow. But the distinction is important: there is no public evidence that Russia owns Tafouk TV, finances the entire channel or directly controls its editorial decisions. The most precise description is therefore a state-owned AES broadcaster with a formal partnership with Russian state media, rather than a Russian-controlled television station. The battle over the narrative AES officials make little attempt to hide the strategic role they expect the channel to play. During a visit to Tafouk TV shortly after regular broadcasting began, Abdoulaye Diop described communication as another strategic front alongside defence, diplomacy and development. He spoke of a geopolitical environment characterised by a “war of narratives” and said the AES needed its own media to defend its interests and strengthen its narrative sovereignty. Mali's government has similarly described Tafouk TV as an instrument of information sovereignty, regional cohesion and Sahelian identity. The first governing-board meetings emphasised digital distribution, national languages and the creation of a new generation of Sahelian journalists capable of carrying the confederation's message at home and abroad. Early reporting examined by the Financial Times found patriotic programming, interviews with officials and positive reporting from conflict zones. The newspaper described the project in the context of the three governments' attempts to challenge Western media narratives and strengthen their legitimacy while facing continuing jihadist insurgencies. Why this is not simply another disinformation operation It is important not to use propaganda and disinformation as synonyms. A state broadcaster can systematically promote the government's preferred interpretation of events without every story being false.Tafouk TV's significance therefore lies less in individual fabricated claims than in the information architecture being created around it: three governments operating a shared broadcaster, common radio infrastructure and potentially other confederal media, while cooperating with Russia's international state-media system. This development is taking place while independent media conditions across the three countries are deteriorating. Reporters Without Borders ranked Burkina Faso 110th, Niger 120th and Mali 121st in its 2026 World Press Freedom Index, pointing to arbitrary detentions, restrictions on journalists and suspensions of media outlets across the AES states. That context changes the importance of Tafouk TV. A new state broadcaster entering a diverse and competitive media environment is one thing. A common government-controlled broadcaster expanding while alternative sources face restrictions is another. From influence campaigns to permanent infrastructure Tafouk TV illustrates an important evolution in the information contest in the Sahel. Russian and pro-Russian influence in Africa has often relied on social-media networks, influencers, fake experts, local partners or apparently independent media outlets. Tafouk represents something more durable: formal state institutions can now carry many of the same geopolitical narratives openly and continuously. The audience figures are not yet sufficiently established to demonstrate how influential Tafouk TV will become. It may eventually reach far fewer people than some viral online operations, or its television, radio and digital infrastructure may give it far greater long-term significance. The Burkina Faso national team 🇧🇫 is still stuck in Morocco and has not yet joined Argentina 🇦🇷 while the match is scheduled for this weekend... On two occasions in recent days, the players were ready to leave the hotel with their luggage, but there has always been an issue related to the flight. As was the case against Mauritania last March, the Argentine Federation has hired a company (Eurodata Sport Ltd) managed by Jairo Pachon, a FIFA match agent, to handle the matches - the AFA paying the costs and travel but not giving any participation bonus or a share of the revenue generated by the match to its opponent. The proposed travel conditions are simple: a commercial flight (the cheapest possible). However, Mauritania had refused given the number of travel hours and had taken a private flight at its own expense. For Burkina Faso, uncertainty remains as the players have not trained while coach Amir Abdou wished for it. Time is now pressing to reach Buenos Aires... #BurkinaFaso #Football #AFA (translated)

AFRICA DAILY REPORT — 17 SEPTEMBER 2026 Coverage: key developments reported during the previous 24 hours 1. SUDAN — UN chief demands accountability for foreign states fuelling the war Importance: 10/10 — CRITICAL UN Secretary-General António Guterres called for countries supplying weapons and other military support to Sudan’s belligerents to be held accountable. The war has displaced more than 14 million people, while a recent UN investigation says foreign weapons, technology, personnel and logistical support have enabled increasingly long-range attacks on civilians, including drone strikes. The intervention increases pressure on external actors supporting the SAF and RSF and puts foreign sponsorship of the war firmly on the agenda ahead of the UN General Assembly. Source: Reuters, 16 Sep 2026 https://www.reuters.com/world/africa/un-chief-guterres-calls-countries-fueling-sudans-war-be-held-accountable-2026-09-16/ 2. DR CONGO — Ebola response improves, but WHO warns outbreak is “far from over” Importance: 10/10 — CRITICAL WHO says containment efforts are beginning to show encouraging results, particularly in heavily affected Ituri, but the Bundibugyo Ebola outbreak remains a major regional health emergency. More than 7,000 confirmed cases have been reported and the virus has reached a seventh province. High population mobility remains a major risk. More than 3,000 frontline workers have received Ervebo, although its effectiveness against the Bundibugyo strain remains uncertain and specific candidate vaccines are still being developed. SAHEL — Jihadist violence on course for a record year Importance: 9.5/10 — VERY HIGH New ACLED data indicate that violence involving jihadist groups in Mali, Burkina Faso and Niger is likely to reach a historic high in 2026. Recorded incidents involving jihadist groups rose from 63 in 2016 to 2,845 in 2025; 2,145 incidents had already been recorded this year when the latest assessment was published. JNIM and Islamic State-linked organisations are expanding their operational reach, reinforcing the Sahel’s position as the global centre of jihadist violence and increasing pressure on the region’s military governments. SOUTH AFRICA–UNITED STATES — Pretoria rejects new US visa restrictions Importance: 9/10 — VERY HIGH South Africa sharply criticised new US visa restrictions targeting foreign nationals Washington says are responsible for racially discriminatory laws and policies. Pretoria says the US has misrepresented policies intended to address apartheid-era inequality. The dispute is another escalation in already strained US–South African relations, with Washington also excluding South Africa from the forthcoming G20 summit in Miami. Foreign Minister Ronald Lamola is heading to the US for the UN General Assembly amid the worsening diplomatic confrontation. SOUTH SUDAN — More than one million people could lose food assistance within weeks Importance: 9/10 — VERY HIGH The World Food Programme warns that more than one million vulnerable South Sudanese could lose life-saving food and nutrition assistance by October unless additional funding is secured. Around 7.8 million people — more than half the population — struggle to obtain enough food, while 2.2 million children and 1.2 million pregnant or breastfeeding women require urgent nutritional support. WFP faces an immediate $86 million shortfall and a funding gap exceeding $400 million over the next six months. DR CONGO — Protests over constitutional reform raise third-term fears Importance: 8.5/10 — HIGH Police used tear gas and warning shots during opposition demonstrations in Kinshasa and other cities against proposed constitutional changes. The C64 opposition coalition argues that the reforms could ultimately enable President Félix Tshisekedi to seek a third term, while the government rejects claims that it intends to undermine constitutional safeguards. The confrontation adds a serious domestic political crisis to Congo’s simultaneous Ebola emergency and continuing conflict with M23 in the east. SOUTH SUDAN — Kiir replaces election commission chief three months before planned vote Importance: 8.5/10 — HIGH President Salva Kiir has replaced the head of South Sudan’s election commission roughly three months before elections scheduled for December. The change comes amid serious doubts over whether conditions exist for credible polls, including political violence, shrinking civic space and the collapse of key elements of the power-sharing arrangement. South Sudan has already postponed elections twice, making any further disruption politically significant. SUDAN — West Kordofan gold mine disaster kills at least 82 Importance: 8/10 — HIGH At least 82 miners have been killed after a gold mine collapsed in West Kordofan, with around 50 injured and others potentially still trapped. Rescue teams have been working with rudimentary equipment in an area severely affected by Sudan’s war. Beyond the human toll, the disaster highlights the dangerous and weakly regulated artisanal gold sector. Gold has become increasingly important to Sudan’s wartime economy and a source of financing for armed actors. HORN OF AFRICA — New IGAD treaty enters into force Importance: 7.5/10 — SIGNIFICANT A new treaty governing the Intergovernmental Authority on Development has entered into force following ratification by Ethiopia and four other Horn of Africa states, replacing the organisation’s 1996 institutional framework. The change is potentially important for regional coordination on conflict, economic integration, climate shocks and displacement at a time when the Horn faces simultaneous crises in Sudan, South Sudan, Somalia and the Ethiopia–Eritrea relationship. ETHIOPIA–KENYA — Ethiopia plans to double electricity exports to Kenya Importance: 7/10 — SIGNIFICANT Ethiopia plans to increase electricity exports to Kenya from 200 MW to 400 MW from December. A joint technical committee is working on the expansion. The move strengthens East Africa’s cross-border power market and deepens the economic interdependence of two of the region’s largest economies.
