Dat is het niveau waarop Nederland inmiddels functioneert. Een burger die wil weten wat de overheid hem heeft aangedaan, wordt behandeld alsof hij probeert de lanceercodes van kernwapens te stelen. Aanleiding is het afscheid van Thom de Graaf. Zo’n Haags ritueel waarbij bestuurders elkaar toespreken met woorden als: “verbindend,” “integer,” “dienstbaar.” Een soort politieke wierookceremonie voor mensen die nooit zelf in de rij van de voedselbank belandden door een administratieve fout. Ondertussen staan buiten ouders die al jaren wachten op iets exotisch als: waarheid. Want het toeslagenschandaal bleek nog niet vernederend genoeg. Nederland besloot namelijk tot een indrukwekkend vervolg: Het Herstelschandaal™. Een bureaucratische horrorserie zonder einde, waarin iedere aflevering bestaat uit: verdwenen documenten, onbereikbare instanties, nieuwe formulieren, en ambtenaren die uitleggen dat “het proces zorgvuldig verloopt.” Dat laatste betekent: wij hopen dat u afhaakt vóór de afronding. Het fascinerende blijft de asymmetrie. De overheid weet alles van u. Uw inkomen. Uw aankopen. Uw bankrekening. Uw parkeerboetes. Waarschijnlijk zelfs hoe vaak u een frikandelbroodje koopt bij het tankstation. Maar zodra burgers vragen: “Mag ik mijn eigen dossier zien?” verandert Den Haag ineens in een combinatie van de CIA, de Stasi en een slecht functionerend callcenter. “Nee mevrouw, die informatie kunnen wij nog niet vrijgeven.” Voor wie is die informatie eigenlijk gevaarlijk? Voor de ouders? Of voor de mensen die het gedaan hebben? Want dát is natuurlijk de echte datakluis: niet documenten, maar aansprakelijkheid. En dus staan die ouders dinsdag niet alleen voor zichzelf. Ze staan daar voor iets dat ooit normaal was in een rechtsstaat: het idee dat de overheid óók aan regels gebonden hoort te zijn. Tegenwoordig klinkt dat als radicalisering. Nederland is immers een land geworden waar burgers binnen twee weken een boete krijgen bij een verkeerd ingevuld formulier, maar waar dezelfde overheid rustig tien jaar nodig heeft om toe te geven dat zij duizenden gezinnen financieel en psychologisch heeft gesloopt. En zelfs daarna volgt geen echte openheid, maar een “hersteltraject.” Alsof dezelfde mensen die uw huis in brand staken nu langskomen met een plantenspuit en een folder over vertrouwen. “Leuker kunnen wij het niet maken, wel eerlijker.” Prachtige slogan. Alleen blijkt eerlijkheid inmiddels begraven onder vijf bestuurslagen, twaalf overlegtafels en honderden zwartgelakte Woo-pagina’s. Dat is uiteindelijk de wrangste conclusie. Het toeslagenschandaal was geen fout in het systeem. Het wás het systeem.
