"We have reached barbarism, animality: we shoot a human being as if it were a public spectacle. We have gone back ninety years, to the last time a man was hanged in public in the United States. It is truly shameful." With these words, Vincenzo De Luca, in his usual weekly Facebook live address, comments on the decision announced by U.S. Secretary of Defense Pete Hegseth, whom he referred to as "the slicked-back one." What is happening in the United States with the current ruling group at the helm of the country is pushing the world towards levels of barbarism and loss of fundamental human values that leave us truly shocked." The mayor of Salerno describes the announcement as a return to practices that the United States had abandoned for almost a century, and harshly criticizes the Trump administration: "What is happening in the United States with the current ruling group at the helm of the country is pushing the world towards levels of barbarism and loss of fundamental human values that leave us truly shocked." We will have a political season that will record the further fragmentation of the political landscape of our country. Every election campaign eve sees the birth of new lists, new groupings, all that series of nonsense and hypocrisies that serve simply one purpose: to guarantee a candidacy to as many people as possible – he continues – I happened to particularly observe "Civic Project." I called it "Civic Opportunism": it is a way to try to create spaces for candidacy. That’s all." De Luca then comments on the eve of the Italian electoral season, targeting the political formation promoted by Alessandro Onorato, which continues to gather support even in Campania, including from regional councilors so far close to the former president of the Campania Region: "We will have a political season that will record the further fragmentation of the political landscape of our country. I have been repeating for decades that there is a condition of total anomaly in Italy. When you need to make political choices on major issues (healthcare, transportation, taxation, justice, foreign policy), you can have two different positions, three, four, five hypotheses for solving problems or lines on which to position yourself to tackle the issues. But you can’t have twenty lines of economic policy, twenty healthcare policies, twenty transportation policies." They pretend to contribute to the governance of the country, but in reality, they are great charades and initiatives of opportunism that simply serve to open spaces for the candidacies of a few characters in search of an author." #VincenzoDeLuca #Elezioni #PoliticaUSA (translated)

The author of the entry agreed with Fogiel that Poles should choose their authorities, but called for the consistent application of this principle. He pointed to the presidential elections of 2025 and questioned the method of constitutional verification of their results. He recalled that Article 129 of the Constitution, as he wrote, guarantees voters the right to submit protests, and the election oversight should be conducted in a procedure that meets constitutional standards. He stated that 55,274 protests had been submitted to the Supreme Court. He also claimed that the National Electoral Commission indicated the need to address the protests and to determine the validity of the election by a Supreme Court panel whose institutional and personal status would not raise doubts. According to the author, the Electoral Commission recorded recurring errors in the protocols of some polling stations and called for a more thorough analysis of their causes. The author emphasized that the validity of the election was determined by the Chamber of Extraordinary Control and Public Affairs, whose status as a court established by law—as he noted—remained a subject of dispute. He added that proceedings regarding irregularities in vote counting were still ongoing. He mentioned cases of incorrect assignment of votes to candidates, allegations against commission members, and acts of accusation. He stated that in one of the cases, the prosecutor accused 24 commission members of dishonestly counting votes and preparing protocols. He noted that he did not claim that a change in the overall election result had been proven. As he wrote, the prosecutor is examining individual commissions separately, which allows establishing what happened in a specific commission but does not determine the overall scale of irregularities in the country. According to the author, it cannot be assumed that the errors confirmed in successive commissions could not be significant in a cumulative sense until their scale has been established. The author considered that the mere assertion that Poles elected a president does not end the discussion about the integrity of the elections. He asked whether all votes were counted correctly, whether the protests were addressed in accordance with constitutional requirements, and whether the body stating the validity of the election met the Supreme Court's standard required by Article 129. He also wrote that Speaker Szymon Hołownia was aware of these doubts, yet convened the National Assembly, allowing the office to be assumed. He emphasized, however, that he could not say that politicians chose a president instead of citizens, because it was Poles who voted. #wybory #Polska #konstytucja (translated)

I'm already a bit tired of this war Nawrocki–Tusk over who wants to lower fuel prices more and who will hit their opponent harder. On a daily basis, I deal with law and legislation, so instead of another press conference, I prefer to try to do something more useful. Let's think about whether it is possible to create a mechanism that works independently of who is currently in power and who lives in the Presidential Palace. Let's tentatively call it the Fuel Price Stabilization Mechanism - nothing more spectacular comes to mind. I’m not talking about flashy slogans like administrative price setting or the prime minister should lower it, or the president presented a bill, so the problem is solved. I’m talking about an automatic system established in law. I imagined it so that if for a certain period, the reference price of oil or wholesale fuel exceeds a set threshold, a temporary reduction in excise tax is automatically triggered. Without a political decision being made anew each time, because that leads to endless arguments at the expense of citizens. The law specifies in advance: - when the mechanism is triggered, - by how much the burden is reduced, - how long it operates, - when it automatically expires. Of course, within the limits of EU law. Because it is worth reminding a rather prosaic fact - a member state cannot arbitrarily eliminate fuel taxation. Here the 2003/96/EC directive comes in, determining minimum levels of taxation for gasoline and diesel. So just as it should be done - first the law and only then the slogans - I’m directing this to my favorite camp, the surroundings of the office. Now there remains a more important problem. If we lower the excise tax, the budget receives less money. This cost does not disappear, it does not magically evaporate. You can't just move it to the "someone may pay later" column. That’s why the mechanism should have a second arm - a temporary levy on the truly extraordinary portion of profits in the fuel sector. But not on the entire profit and definitely not on the normal operation of the enterprise. Not because the company dared to make a profit but solely from that portion that exceeds the previously defined reference level. The current government project wants to use a similar construct - the reference point is margins from 2025 increased by 20%, and only the excess is taxed. The tax rate in the project is 60%, and the projected revenues are about 4 billion PLN. The government indicates that the funds are meant to compensate for the loss of VAT and excise tax revenue resulting from protective actions. However, I would change one fundamental thing. Only PROSPECTIVELY. First, we establish the rule, then we apply it. Not the other way around. This significantly reduces the dispute over retroactivity and legal safety - the reason for Mr. Nawrocki's veto. Revenues from such a levy should be additionally separated and accounted for solely for the purposes of the stabilization mechanism. Then we can show the citizen a simple calculation: - the budget lost X from the temporary excise tax reduction, - the extraordinary levy brought Y, - and the difference is Z. No miracles or political alchemy - simplicity in full scope. But there is still one problem. If the state reduces the burden by 20 groszy per liter, it doesn’t automatically mean that the driver will see 20 groszy less on the sign. Part of the relief may be taken by the margin because who doesn’t want to make a profit... That’s why there should be parallel, public monitoring: - raw material price, - wholesale price, - taxes, - average margin, - retail price. If there is an anomaly, we have UOKiK and competition law instruments. There’s no need to immediately create a state office to set the price of diesel at 7:43 in the morning. And a final safeguard. The price returns below the statutory threshold for a certain period? The reduction expires, the levy expires. The system returns to normal mode. #ustawy #ceny #paliwa (translated)
